I know you could see them before the DLC was actual installed at least, but I got the ultimate edition so I owned them from the get go. Most aren't great stat wise though. Vaas's vest is pretty good but other than that I never used any of them. They do make you look like the respective villains though and I did change the appearances other gear

The unlocker you're using (the one available in hook and proxy modes) is for legit game owners. For the cracked game you need a mod called total unlocker and a patched mod installer, you can find both on the far cry 6 page on cs.rin. Damn that makes sense tbh, will check it out after work.
