Usually it would go by the sizes of each army and allocate a balanced number to each army (if you had 50% more troops your portion of the allocated troops will be 50% larger than the opponent's). I have also noticed something similar with companions. I saw a post here and didn't think much about it, at first. Dismiss a companion and they're gone. I noticed in a bandit camp that I could still select my fired companion. Unfortunately, I tend to strip em naked before I send em off into the wilderness, so the companion was useless. SN2p.
